Search the capability catalog

Rank the Workspace’s discovered Tools and its Skills against a query of 1 to 1,024 characters, optionally filtered to tool, skill, or both, with a limit between 1 and 100. Each result carries its kind, identity, description, and score; a tool result may carry a windowed reliability stats block, and any result reached through a mapped Concept is annotated with matched_concepts. Reliability stats are observability and ranking input only — no enforcement path reads them. This search is the intended way to find capabilities at scale rather than injecting a whole catalog into context.
