Fork a Memory Store revision

Copy one exact immutable source_revision into a new MemoryStore with its own name, owner, and optional description, minting fresh default PermissionAssignments. The imported canonical revision has the identical tree_hash, and source and target then advance independently — later source changes never appear. Idempotency-Key is required: exact retry recovers the same target, while changed input conflicts. Returns the source store and revision alongside the new store and its imported revision.
