Resolve retained wire content

Returns the exact retained gateway bytes that a wire.call event references, selected by the digest query parameter, as application/octet-stream. This route is the only way model wire material crosses HTTP and is deliberately narrow: the key must hold an admin or root role, and the digest must be one the named event actually references. A digest the event does not name, or whose bytes have passed their 30-day retention ceiling, answers not-found, and there is no browsable index of retained content.
