Archive a SessionTemplate

Terminally archives the exact current SessionTemplate revision under expected_version. Existing Sessions are unchanged, while future attempts to apply the template fail closed. Send Idempotency-Key so an interrupted archive recovers the same lifecycle transition and audit fact.
