Discard a Skill proposal

Move a discardable SkillProposal to terminal discarded, guarded by expected_version matching the current row. A submitting proposal may be discarded only while submission_attempt.prepared_commit_sha is null; this clears the abandoned reservation after denied, missing-source, or unavailable preparation without touching a repository branch. Once a commit is prepared, only exact submission recovery is safe. A submitted proposal cannot be discarded. Discarding is not reversible, though the authored artifact and verification history stay readable; accepts an optional Idempotency-Key.
