Import a plugin bundle archive

Create or update multiple Skills from an application/x-tar plugin bundle archive (Agent Plugins or Claude Code layout). The archive’s plugin.json (or .claude-plugin/plugin.json) ADDS skills/<name>/SKILL.md directories beside the top-level rule, and a name the bundle declares wins over a same-named top-level directory. Each skill reports created, updated, unchanged, or invalid with a bounded reason — the same outcome vocabulary as SkillSource sync, reached by a different ingestion path. The response additionally carries the bundle’s declared metadata (name, version, license, and declared_mcp_servers), all non-authoritative and consumed by nothing: a bundle’s mcp.json is a declaration, never authority, and never creates a ToolSource or opens egress. Accepts an Idempotency-Key.
