Sync a Skill Source

Refresh the bound Project to an exact commit, read every top-level <name>/SKILL.md directory in the source’s subtree through the Project’s governed Connection, and upsert the matching Workspace Skills. When a plugin manifest (plugin.json, or .claude-plugin/plugin.json) sits at that subtree’s root, skills/<name>/SKILL.md directories are read as well — a plugin bundle installs its skills without any manifest field being treated as authority, so a bundle’s declared MCP servers never become a ToolSource or open egress. Requires expected_version and an acted_as Principal that owns and holds use_connection on that Connection, and accepts an Idempotency-Key. Each skill reports created, updated, unchanged, invalid, or missing; a skill absent from the commit is reported missing and never deleted for you.
