Enable or disable a Tool

Set one discovered Tool’s enabled flag, passing expected_version in the body. Enablement is the only property this operation controls: transport bindings are immutable by design, and permission is decided by PermissionAssignments and ActionPolicies rather than here. Returns the full Tool.
