Get one of a Git Project's pull requests

Returns one pull request’s bounded detail projection — number, url, state, title, draft/merged flags, provider-computed mergeable (null while unknown), comment counts, head/base refs with exact commits, and the provider’s updated_at — read through the Project’s governed Connection. The required acted_as Principal must hold live use_connection. A number the provider does not know is a plain not-found. Comments, reviews, and merge actions stay with the provider or the calling app.
